Land is often the first step for developers and investors entering Romania. The price of a plot, however, depends less on its size than on what you are allowed to build on it. That is defined by urban planning documents. Here is how to read them before you invest.
PUG, PUZ and PUD
- PUG (Planul Urbanistic General) is the general urban plan of a city or commune. It defines the built-up area (intravilan), the land outside it (extravilan) and the main functional zones.
- PUZ (Planul Urbanistic Zonal) is a zonal plan for a specific area. It is needed, for example, to change the use of a plot or to develop land that is not yet regulated in detail. It is prepared by an urban planner and approved by the local council.
- PUD (Planul Urbanistic de Detaliu) regulates a single plot in detail when the existing rules already allow the intended use.
The urbanism certificate
The certificat de urbanism is the official document that tells you, for a specific plot, what the current rules are and which approvals are needed for a project. Asking for it before buying is one of the simplest ways to avoid surprises.
The key indicators: POT and CUT
- POT (procentul de ocupare a terenului) is the percentage of the plot that buildings may cover.
- CUT (coeficientul de utilizare a terenului) is the ratio between the total built floor area and the plot area. It determines how many square meters you can build.
Together with the maximum height and the allowed functions (residential, commercial, industrial, logistics), these numbers drive the value of the land.
Intravilan or extravilan
Land inside the built-up area (intravilan) is usually ready for development under the existing rules. Land outside it (extravilan) can be cheaper, but often needs a PUZ, and agricultural land may need to be removed from agricultural use. This adds time and cost that must be included in the business plan.
